Make Policy Premium Rate Change Event Able to Trigger Prior to Effective Date

Currently, the Policy Premium Rate Change Trigger can only be used to trigger emails once the higher premium policy has become effective. However, if a client wants to setup an internal email notifying the producer/account rep to see what can be done to mitigate a premium increase for an upcoming renewal, this is not currently possible. A user would like this trigger to be able to send a communication out to the producer/account rep as soon as that data is downloaded in the system.

I agree with the above but I may also want to send an automated email to the client to warn them of the increase they are going to see on their bill and tell them that we are working on a possible solution.
