As a Fuse user, I would find it intuitive if the CSV's included all additional contacts. We like to export a segment list to see what accounts and contacts will be targeted. If we are targeting Primary and secondary contacts, I would like to view which secondary contacts are being targeted to ensure the contact information lines up correctly.
